Andrei Klimau: Critical situation

Political prisoner Andrei Klimau in Mozyr colony is in the critical situation. In this connection, the appeals have been sent to the embassies of all the EU countries and the USA, and also to Uladzimer Kouchur, the head of the Penalty Executions Department.

“I‘ve found myself in the hell”, - in such a way the last letter of political prisoner Andrei Klimau ended. After that there were no letters from Andrei, though, according to his wife, it was said in the colony he wrote every day. But after Klimau was released from quarantine, the addressees have stopped to receive letters for unknown reasons.

Moreover, Andrei Klimau was deprived of foodstuffs: macaroni, potato mash, sausages, nuts, tea. For all that, Klimau is suffering from diabetes and his health doesn’t allow him to eat all prison food.

Moreover, Andrei Klimau has heart trouble and has had a stroke recently. His relatives say Andrei doesn’t receive medical care”, the United Civil Party quotes the appeals.

It is said in the documents that such treatment can’t be regarded as nothing but tortures. It should be reminded that the UN considers the tortures to be international crime that has no limitation period and is under the jurisdiction of the International Court of Justice.

The prehistory is reminded in the addresses to the ambassadors: “Andrei’s health has been already ruined with his numerous prison stints. If the first accusation of the deputy of the Supreme Court had no political motivation, later he was deprived of freedom on barefaced political reasons. In 2005 it was a peaceful street action, headed by Andrei Klimau. All in all Klimau has spent 5.5 years behind the bars.

Now A. Klimau is in prison for the third time – for an article published on the internet, criticizing the head of state. So, in any European country, except in Belarus, Andrei Klimau wouldn’t have been a criminal”.

In the circumstances concerned, the ambassadors are asked:

- To visit Andrei Klimau in Mozyr’s colony № 20 in order to see his state of health and conditions of imprisonment;

- To pay attention of Your government to the fact that the actions applied to Andrei Klimau fall under the definition of tortures in the international law;

- To recommend Your government and international structures to increase pressure on Belarusian leadership with the demands of urgent release of Andrei Klimau and other political prisoners.

The head of the Penalty Executions Department was addressed with the requirements:

- To carry out the detail investigation of the above mentioned facts and bring the guilty prison workers to responsibility;

- Not to allow arbitrariness and unlawfulness in relation to political prisoner Andrei Klimau;

- To provide A. Klimau with necessary imprisonment conditions in the colony in accordance to the law and taking into account his state of health;

- To allow A. Klimau to receive necessary medical care;

- Give him back the confiscated foodstuff; do not restrict him in food parcels from outside, taking into consideration Klimau is seriously ill;

- Secure the right for corresponding.
